I can't seem to find a way to justify the lines of text in an abstract
in an article.

I tried via root.properties:
<xsl:attribute-set name="root.properties">
<xsl:attribute name="text-align">justify</xsl:attribute>
</xsl:attribute-set>
which Bob's book says applies to the entire document, but it did not
affect the abstract.
Have you tried it with the attribute set "abstract.properties"?

   <xsl:attribute-set name="abstract.properties">
     <xsl:attribute name="text-align">justify</xsl:attribute>
   </xsl:attribute-set>
