Do you mean an em dash, or something else?

If you do mean an em dash, just use the numeric entity. Something like this:

<para>First part &#x2014; second part.</para>

Reading <http://en.wikipedia.org/wiki/Dash> there seems to be a range of views over the spaces either side of the dash.
