I don't quite understand what do you mean by 'your text resides on top of it', shouldn't the text be /inside/ the footer, which would be within region.after.extent?
I wonder about setting display-align="before" on only one of the three 
table cells.  How do you get the baselines to line up?  Also, what 
happens if that cell on some pages has only one line of text?
I ended setting "before" on all 3 cells, because when the draft number was missing, the page number was centered (which is nice) but was then out of alignment with the document version which was top-aligned vertically. Now, my page number and document version are always top aligned and draft number is on a level below whenever it appears:

Changing display-align="before" for the middle cell achieved the desired

The reason display-align="after" is used in the footer is so that the
"page.margin.bottom" setting is accurate and consistent.  See the

What are the possible side-effects of changing display-align? I do need
my custom page.margin.bottom working as well.
