This looks like a bug to me. It isn't just the snapshots, it is the same in 1.78.1/xhtml. It must happen when the xhtml is generated during the build. Can you please file a bug report so this can get cleared up? Thanks.

But the SVN directory for xhtml does not have profile-chunk.xsl because it is generated during the build. That directly has only three files in it in SVN. Can you clarify?

Interestingly, the other XHTML stylesheets (xhtml-1_1 and xhtml5)
contain this line!

I guess this has something to do how xhtml is generated from html.

Could someone confirm or reject my analysis? Any ideas?
