The longer the FPIs, the more likely there is going to be a mistake entering it. How about: -//OASIS//DTD DocBook V5.0 for Legal Publishers V1.0//EN -//OASIS//DTD DocBook V5.0 for Education Publishers V1.0//EN -//OASIS//DTD DocBook V5.0 for Medical Publishers V1.0//EN I also suggest removing the V5.0, because I think this is confusing.
