Here's the additional verbiage for my new action item:

<para>In the interest of providing a schema that meets the needs of the Publishing industry,
            the following considerations were made with regard to the modular approach to the schema
            and the exclusion of certain core DocBook elements:</para>
        <itemizedlist>
            <listitem><para>Simplified markup - the focus should be on the structural, presentational and semantic markup that meets the needs of Publishers.</para></listitem>
            <listitem><para>No technical elements - the vast majority of Publishers will not need the technical elements from core DocBook. For those titles that require technical markup, the inlines can easily be added as a module to the Publishers schema.</para></listitem>
            <listitem><para>Generated text - with the robust DocBook toolchain, most Publishers will want to automate the creation of a Table of Contents and Index.</para></listitem>
        </itemizedlist>
</para>

Concerns expressed by Dick about:
* The removal of annotations?
  - Keith believes that it introduces significant complexity & also has no current rendering implementation [some explorations on Norm's blog].
  - Perhaps it's more applicable to online presentations rather than publications?
  - Scott finds a note in the minutes from June "cool and powerful, but have to be serious about markup to use effectively. SC feels it is useful as a separate module."
* The removal of indexdiv and tocdiv
  - Scott thinks that we removed those manual elements in favor of generated TOCs and IX.

9. Vote on submitting specification draft to DocBook TC

Pending the identified changes & review, Scott moves that the SC vote in an online ballot to confirm the submission of the specification draft to the TC.
PASSES

We'll try to close the ballot before the next TC meeting.

10. Review of Requests for Enhancement

Will discuss in the next meeting.
