According to
http://mmiworld.com/codelist.htm
865 is  TN Tennessee (Knoxville, Newport, Jefferson City, Oak Ridge and east central Tennessee)

800, 822, 833, 844, 855, 866, 877, and 888 are toll free,
but 865 doesn't appear to be.
