I think removing the entities entirely from the distribution and then forcing people to hunt them down and integrate them is a step backwards for DocBook. Why not just adopt their entity sets and make them part of the DTD, and then include them with the distribution? Do you think they will be changing so often that this will become a maintenance headache? We could include comments for people to get the very latest if they need them.
