This is the public/private URI issue. What Norm included in the email was the URI that's only available to TC Members. When
accessing from the TC Public Page, a different URI is generated:
http://www.oasis-open.org/committees/download.php/13807/docbook.orgspecswd-docbook-docbook-4.5.pdf 

However, what Norm really did was to upload a link rather than the actual document. The URI looks very odd to me, but it may work
just fine in practice. Right now I can't seem to access docbook.org so I can't get the document - either by the above link or by
following the link as indicated in Kavi (http://docbook.org/specs/docbook/wd-docbook-docbook-4.5.pdf)
