It's a bug. And informaltable is allowed too. Drat.

Bob, will you make an RFE for this? I'm going to propose that we fix
this in 5.1 even if it's not backwards compatible because it's a clear
bug.

Can you also add "revise backwards compatible change" rules on the
agenda? I think we need a clause that says we may fix obvious bugs.
