Hi Gershon,
In the meeting discussion, we clarified that the TC cannot police efforts to add 
elements in the DocBook namespace for a local application.  If you read Norm's 
statement again, I think you will find that the intent of the policy is that users may 
extend a DocBook schema with new elements using the DocBook namespace, but with the 
caveats he describes, including not being able to call it DocBook any more (which was 
true before the namespace was added).  Only the TC can add new namespaced elements to 
the official DocBook schemas.  If you want to revisit this policy at the next meeting, 
let me know and I will add it to the agenda again.
