This is in assembly.rnc that you posted. I did a search on fileref and href. I was still seeing fileref, so that's what caught my eye.

but schema still shows:

  attribute fileref { xsd:anyURI }

The attribute is named 'href' on resource and transform in the assembly
specification. Is that what you meant, or did I miss some other location
in assembly?
