Yes, the license issue was dealt with by adding legalsection.

Jirka sent mail on 8/14 that the RNC was updated here: https://github.com/docbook/docbook/pull/118 
and looks like it was merged on Sep 30, 2019.

I think this issue 71 can be resolved.
