DocBook 5.2CR3 released

Hi folks,

Just a few days ago, the TC discovered that attributes from foreign
namespaces were not, in fact, allowed on DocBook elements. I think we
all thought they were, it just wasnât implemented or tested.

Iâve fixed that in CR3.
