did you modify the catalog file to point to the stylesheets?  Like this:

PUBLIC  "-//Norman Walsh//DOCUMENT DocBook Print Stylesheet//EN"
<path>/docbook.dsl

where path is relative to the location of the catlog file or a full pathname
