this is an incredibly stupid mistake by me. in jadetex.dtx, change

 \def\DefineCharacter#1#2#3{\expandafter\def\csname!#1\endcsname{#2}}

to

 \def\DefineCharacter#1#2#3{\expandafter\def\csname!#1\endcsname{#3}}

I will update the Web site tomorrow.
