DOCBOOK: RFE: QuestionInfo and AnswerInfo

[ Assuming discussion on these is postive, I'll submit them through the
  official DocBook RFE process, with a customisation layer example ]

What're people's thoughts on adding two new elements, QuestionInfo and
AnswerInfo?

These would fill the same role as elements like Sect1Info, DocInfo,
and so on.  Primarily, these would allow FAQs marked up as QandASets
to show when a question or answer was added and/or modified, and to 
credit the authors of questions and answers as necessary.
