DOCBOOK: footnotes pdf and html

Hi,
using docbook ver 3.1 and norm's stylesheets ver 1.54 when you use too many
footnotes the HTML output renders correctly 
Notes;
a. blah blah
b.blah blah
so so forthe

but in pdf it stinks
Notes: a. blah blah b. blah blah c blah bl 
if the no. of footnotes are , in my case it is about ten  it dissappears .
though jadetex doesn't complain after sebastian's fixes  
can this be made to appear in a list rather than one next to other 

any fix
