DOCBOOK: Writing in Hebrew with DocBook

Hi,

Does someone has some experience in writing in Hebrew with DocBook?
It uses character set iso-8859-8 how do I tell DocBook?
It is written from right to left, is that supposed to be a problem for
DocBook and processing tools?
Is there something more to do than generating files dbl1iw.ent and
dbl1iw.dsl?
