Use CALS relative column width specifiers:

<colspec colwidth="3*">
<colspec colwidth="7*">

The DSSSL stylesheets do a better job with these than the XSL ones,
though. And what it means in HTML to mix relative and absolute widths
is, ahem, unclear. :-)
