What about instead:

<!ENTITY % xlink-namespace           'xlink'>
<!ENTITY % xlink-colon               ':'>
<!ENTITY % xlink-prefix              '%xlink-namespace;%xlink-colon;'>

That would allow just to use %xlink-prefix; in subsequent defs.
