I think the inability to mix parts of documents using CALS and HTML tables is a pretty strong reason to not go with 2. Isn't XML supposed to be about reuse? As for tools, we're doing our best to come up with a good namespace- aware, document centric editor (Morphon). Wasn't Docbook 5.0 supposed to drop SGML support? Or does that not mean that Namespaces are OK (them being post XML 1.0)? It would be a shame to use the 2 DTD kludge for this case and then 6 months later add all kinds of other wonderful stuff using namespaces anyway. -- Bart.
