DOCBOOK: Merging meta info wrappers

Historically, DocBook has provided explicit meta info wrappers
(BookInfo, ChapterInfo, Sect1Info, Sect2Info, etc.) so that
customizers could selectively change the content model of info
wrappers (e.g., excluding copyright from Sect*Info without excluding
it from ChapterInfo or above).

It has been suggested that the other extreme, a single <Info> element
would be better.

No one on the TC was aware of any organization actually making use of
the selective customization possibilities afforded by the different
element names.

The TC requests feedback on this issue.
