Actually, thinking about this some more, I begin to feel that the right answer is to use the MIME content type to identify the, uh, content type. That provides a standard way to express both language and format. And it does so in a way that is broadly standardized. So application/relaxng+xml is XML syntax, perhaps, and application/relaxng is compact syntax. (I'm making those up, I don't know if there are MIME types for RELAX NG off the top of my head.)
