Another answer: if you happen to like Emacs and you use
nxml-mode, you enjoy on the fly validation of your document
including spotting problems like allowed/forbidden element at a
given location.

You could also look at the online doc from TDG by the great
Norman Walsh:

It says "citation" can be a parent for it.
