First of all, I want to say thank you
for your quick response.

I figured out what the problem was.
It is that docbooktosoffheadings.xsl shoud've put in
"XSLT for Import" instead of putting in "XSLT for Export",
which is indicated in a document.

Creating a new DocBook filter
a.. For XSLT for Export browse to the chapter export stylesheet 
(docbooktosoffheadings.xsl).
a.. For XSLT for Import browse to the chapter import stylesheet 
(sofftodocbookheadings_chapter.xsl).

I wish it would be corrected.
