I submitted that one and status on it is now Closed. Norm closed
it out with the comment "The semantics of annotation are now quite
different from footnote." Which, FWIW, I agree with. I think it
was also mentioned a while back that Footnote is is something that
users are familiar with and expect and so should be kept. Which I
agree with also.

Mine too. And also now Closed. I don't see any point in trying to
get it into v4.x. I had asked during a TC call a while back that
it be moved to consideration for v5. But I don't feel very
strongly about it.
