I presume you mean within the table cells of a table.   You can copy the 'table.cell.padding' attribute set from fo/param.xsl and set all of its values to zero points.  You can also set the line-height of the text to match the font-size, which will eliminate the leading.
 
Each cell is a new reference area in XSL-FO, which means by default any space-before property on the first para in a cell is not expressed in the output.
