Well, maybe, but that doesn't always make sense. Often a backwards incompatible change requires a judgement call. For example, suppose we decided to delete @localinfo from olink (we've actually decided not to, but just suppose). A stylesheet could just delete the attribute, but probably the author needs to think more about what changes in processing expectations will need to be made.
