Arbortext can do this as well. Shouldn't be surprising, after all, it was one of the earliest SGML editors.

PS You can also automate this XMLtoSGML function in Arbortext via the command line interface.

I don't know of any other tools that can do that.  It isn't something that's asked for much, since most people are trying to convert their legacy SGML to XML.
