Hi Norm,

I can see the benefits of such approach, but at the same time it's
backdoor for inserting a lot of informtion which will be specific to
particular domain and will lower interoperability of DocBook content
with such additional attributes.

Maybe we can ship two schemas for some time -- one with foreign
attributes allowed and see whether it became popular and used and
whethere are any practical issues with such approach.

We can also enable foreign attributes on NVDL level and keep RELAX NG
schema intact.
