Michael,
That is a key statement - the scope of work needs to state that up front - focus is combining DITA and XML for primarily XML technical document creation and processing purposes.
Traditional paper style paginated user documents - while their content may be incorporated by extraction into XML technical documents - are not intended to be storable and representable solely in this XML technical format.

So why is that model preferable to the XML DOM? Keeping in mind we are working specifically with XML documents here.
