Hi, just to clarify:
DITA is an XML document standard - the
goal is higher than interoperability within DITA (that's the DITA TC's
responsibility) - it's interoperability between XML document standards
in general (including ODF and DocBook, as DITA's immediate brethren in
the OASIS mix).
I think the confusion here has been
in our use of "document" which I hadn't realized was idiosyncratic
until our discussion. So we probably need an upfront definition in our
statatement of what we mean by document standards: XML standards for storing
or expressing human-readable content with some level of structure and semantics.

Exactly!
I'm stating the goals - to create an XML document format
for technical document creation that combines DITA with ability to layout
formatted text and graphic content with basic content handling motifs -
example xhtml - but not to replace current page-orientated printed document
storage formats. Instead page handling and rendering is specifically
left to rendering tools.
Support for content authoring and adherence to a formal
document structure model via XML is required. By providing XML structured
content - scripted process handling is enabled.
