In DocBook, there is remap attribute for such purposes:

W3C prepares ITS standard for this (see 
http://www.w3.org/International/its/). There is already such attribute 
its:translate="no|yes". For DocBook we already suggested to use 
its:translate instead of custom attribute to users who need such 
functionality.
