Patrick,

I totally agree. Our common practice at this stage is to only publicize the structure of the event, eg session names and objectives, and topics we aim at discussing during each session. For balance, we usually only add names when we have a good mass of speakers that are confirmed. This again is ITU's normal practice but for this event it could be done differently if the steering committee so prefers.

The concept document should as you say remain an internal steering committee document, but in any event we should mark any non-confirmed participants as such. I'll amend it when back in the office and re-circulate.

Thank you for sending out this version. I have a question.

Annex A - Programme
- Do we have a confirmation from the executive at Google Earth to be our keynote speaker?  If not, then for internal use, we should indicate "Google Earth" as "invited", but not include their company name in any website or distributed version, until we have written (emailed) confirmation from Google.

Otherwise, this versions looks good to go from my perspective.

I applaud the excellent work from all on the Steering Committee to reach agreement on this foundational document.  It's a good example of the cooperation we'll need over the next 4 months.
