union is proper usage - fails on some validators but not others - schema
spec & XSV allows it

ACTION Jeff: change spec namespace to follow schema
ACTION Andy: check with Microsoft XML team about xsi union issue

ACTION Jeff: soften goal that ASN.1 names be used
ACTION Jeff: change 'attr' to Nigel's suggested names but spelled 'attr',
'assertion', 'modification'
