Acknowledgement of 19 comments received from ESI during PDR01 comment period for DSS2 Core

This is to acknowledge receipt of 19 comments through a proxy and via 
mailinglist dss-x-comment during public review of PRD01 for the DSS2
Core draft ...

The TC thanks for the submission and will consider these during one of
its next meetings.

To empower the comenters and proced transparently these comments
(received in a non-accessible file format) have been transcribed
into 19 separate JIRA issues which fro now on represent these comments
and allow for tracking of their processing thorugh the members of the TC.
