I tracked down the cause of the spacing problem in the public agenda. I can suggest work-arounds but it doesn't appear that there is a solution. 

The cause is historical code put in place to fix a display problem in an older version of Kavi where the fields were all plain text. It adds <br> tags when it encounters line breaks. Fast forward to today and Kavi now creates HTML but the code is still there -- and we can't take it out without risking garbling content when we least expect it. 

I tried entering text directly in an agenda field and in the field with the source displayed. When I just typed in text, Kavi added p tags around every line. The spacing wasn't bad in the public display - still a little airy. 

If I tried entering plan text in the source display, it would wrap a p tag around the whole thing and remove the line breaks. I couldn't find a combination of tags entered in source text display that didn't result in the problem you describe. 

The best result came from typing in the agenda without double space in the agenda box. It all appeared as: 

- Item a
- Item b
- Item c

in the TC Kavi page and 

- Item a

- Item b

- Item c

in the public page. 

So I think the result is that you can either enter the items single line and have a reasonable look in both locations or just accept that it will be spaced out more in the public. 

Sorry that I don't have a better answer for you, but at least now we know *why* it is doing what its doing.
