so let's qoute a complete sentence (oasis-dss-core-spec-v1.0-os.pdf,
line 1461):

"If the <ds:Reference> uses an external URI and the corresponding input
document is not present, the server will skip the <ds:Reference>, and
later return a result code such as ReferencedDocumentNotPresent to
indicate this."

This is a little bit contrarily to the explanation of the
'ReferencedDocumentNotPresent' error code, but nevertheless: External
URIs are explicitly mentioned!

Dtmo DSS should support external references. Security considerations
should be mentioned, but it should be left to the implementor to support
external references or not.

Usually God and/or Mother Nature are involved in miracles. In the case
of the DSS core it's afaik completely man-made ;-)
