sorry for the somewhat late answer.

 

I believe the appropriate community for this would be the W3C Credential Community Group[1]; that is where the active development and discussions, relevant to the problem area you refer to, happen. I would think the best is to send your request to the CCG's email list: public-credentials@w3.org (the mailing list is archived ad [3]).

 

The CCG, as indeed all Community Groups at W3C, is a fairly independent entity which does not speak "in the name of W3C". On the other hand, if any technical work done within the CCG reaches a maturity level that would be best followed up as a W3C Recommendation, then there is a process whereby that work might migrate into a W3C Working Group, ie, could become part of the "core" W3C activity.
