An Electronic PostMark xml interface international standard from the postal industry

Dear Colleagues

Please find attached a proposed xml standard for an Electronic PostMark
service which is being developed by the postal industry, with plans to
launch initial services later this year.  

The draft standard has already been approved as a working draft (Status 0)
standard by the Universal Postal Union's Standards Board.

We propose to use this service as one of the Use Cases for the DSS Technical
Committee.
