This has a few changes we discussed:
  - the terms "protocol profiles", "signature profiles", and "processing 
profiles" are removed.  It was confusing to have a profile document contain 
several different types of profiles, so now the document simply *is* a 
profile, which can "profile" the protocols, signature format, and 
processing rules.  This changes the boilerplate in several places which you 
can see by the change bars.
  - The abstract was changed, per Nick's suggestion, so there's an optional 
sentence that focuses more on the Application the profile is targeted for, 
then the type of signature the profile supports.  Choose whichever one is 
more appropriate, or invent your own.
  - a 1.3 Overview section is added.
