ACTION 04-06-01-1 (NICK) update entity seal profile.

ACTION 04-05-17-5rev Juan Carlos & Ed to discover information on Portugal initiatives

ACTION 04-06-01-2 (TREVOR) Update CORE to reference DTD and update to include the profile ID.
ACTION 04-06-01-3 (TREVOR) Profile ID need to be added to response in core.
