final comments before CD

The DSS Core specification is now reaching a stable point.  There were some
comments on <schema>, use of canonicalization and manifest from Tommy, which
were resolved at our meeting by some minor changes which are to be drafted
by Tommy and Konrad.  Also, text on conformance requirements for Optional
Inputs / Outputs, as discussed at the previous meeting, was posted to the
list.

It is therefore planned to have final agreement for the document to progress
to a CD at the meeting of 17th Oct.

We therefore encourage all members to have a look through the Core
