I am not certain how this xml:lang attribute works.

XMLSpy validated the Sep 2 file earlier (otherwise it won't let you save
it)

Today it said it was invalid.

I looked at how CPPA did it and tried to follow the pattern here.

I have something that seems to work now for XMLSpy. But I had to add
an import statement. In CPPA that was not necessary. I am still trying 
to understand why.

So this is provisional fix and maybe it will have to be changed. I am
researching
this issue. There are a lot of conflicting items of information on the
web about this.
