[ebBP] 12/5/2004: 'STARTING" Working Draft Technical Specification

Attached is a .zip that includes the WORKING:

    * Draft technical specification
    * Draft schema
    * Draft working matrix on BT patterns

There are many outstanding items to work on including:

    * Further review and clarification on concrete (operational focus)
      parameters around BT patterns
    * Update on examples used in technical specification
    * Update schema examples and inclusion of annotated schema into
      technical specification (including signals)
    * Updates to schema found during editorial reviews against technical
      specification and work item list
    * Additional RFC 2119 changes

However, I would like to provide many thanks to the editorial team, 
particularly JJ Dubray and to Dale Moberg as our stalwart schema 
expert.  This is a working draft to start to look over and provide 
comment. There are some specific questions Dale and I wish to raise with 
the TC but will do so under separate email cover and reference these 
working documents. Thank you.
