ebBP 3/7/2005: Comment re: NCNAME and Attribute Extensibility (wd 10)

In Tuesday 2 March 2005 call, the team discussed that we allow types 
that would allow communities such as RosettaNet to adequately identify 
their business process artifacts regardless of how it is identified and 
to allow attribute extension. Dale Moberg will consider an update and 
post a minor schema change to the list for review, for inclusion in the 
schema and technical specification changes related to the schema where 
required.
