ebBP 7/19/2005: ebBP Voting Member Review Needed Promptly

In today's call the quorate voting members decided to promote the wd r06 
with some minor updates resulting from our discussion to a Kavi vote for 
CD and promotion for public review. In order to provide you all the 
ability to comment before actions are taken, the voting members present 
today decided to seek your feedback.

Today's discussion surrounded editorial changes/clarifications to the 
priority of signals, clarification of what time to perform is comprised 
of, Acceptance Acknowledgement reference, and the relationship between 
the occurrence of signals and business messages, and when they are received.
