Sacha, non-repudiation is specified for signals (of receipt).  The 
signals are non-substantive in nature, which may provide an indicator 
why this was not addressed. Sacha, do you have some use cases that would 
give us some indication of the need for encrypting signals? Is that 
handled in ebMS as well? Thanks.
