[ebxml-cppa-negot] updated requirements document

Here is the current version of the negotiation requirements document.
Relocating Saito-san's introductory material and the references has caused
a renumbering of the sections.

The agreed changes are in section 1 through 2.2.  Some of our changes also
affected 2.4.1.

We will use this draft for the next few calls and will start with section
2.3 this week.
